What "safe means of access" means in practice
The WSH (Work at Heights) Regulations and the MOM-approved Code of Practice for Working Safely at Heights both require that a safe means of access and egress be provided for all work at height. This is not limited to the working platform itself — it includes the full route from ground level to the point of work.
For roof access, a safe means of access means:
- The route is structurally sound and capable of bearing the loads imposed by workers and equipment.
- The access point is wide and clear enough for the workers using it, including those carrying equipment.
- Where a fixed ladder is used, it is securely fastened to the structure, the rungs are intact and free of slipping hazards, and the top and bottom are accessible without awkward or off-balance movements.
- Where an access hatch is used, it opens fully, is secured in the open position when in use, and has a non-slip lip or threshold.
- Lighting is adequate for the route — including artificial lighting for roof access at dawn, dusk or in enclosed stairwells.
- The route is inspected before each period of use, not just before a project commences.
Cat ladders: inspection requirements
Fixed vertical access ladders — often referred to as cat ladders — on Singapore buildings are subject to wear, corrosion and structural deterioration over time, particularly in the island's humid and saline environment. Buildings near the coast or in older industrial estates may have ladders that have not been formally inspected in years.
Structural condition
- All stiles (vertical members) are continuous, without cracks, deformation or significant corrosion.
- All rungs are present, firmly secured at both ends, and free from cracks, bending or slippery contamination (paint, grease, bird deposits).
- The ladder is securely fastened to the wall or structure at the specified intervals — a ladder that flexes significantly when loaded is not serviceable.
- The base of the ladder is stable and the top landing is clear.
Safety cage or fall restraint system
Where a fixed ladder exceeds a certain height, a safety cage (hooped cage around the ladder) or a fixed-rail fall arrest system (allowing the worker to attach a climbing device) should be in place. As a matter of sound practice and consistent with the WSH obligation to provide a safe means of access, ladders above approximately 9 metres are commonly fitted with secondary fall protection for the user.
Where a cage is present, inspect for corrosion at the cage-to-ladder and cage-to-wall connection points and confirm all hoops and longitudinal bars are intact and in position. Common roof access hazards
Fragile or degraded roof surfaces
Many Singapore buildings have roofs that are not designed as working surfaces. Lightweight cladding panels, polycarbonate sheeting, old cement screeds with subsurface voids and deteriorated waterproofing membranes can all give way under foot. Before workers walk on any roof surface, the surface type should be identified and assessed. Where there is any doubt, lightweight boards or planks should be used to distribute load.
WSH guidance on working safely on roofs specifically addresses fragile roof hazards — workers should not step on roofing sheets, skylights or covers without first confirming they are load-rated for that purpose.
Roof edges and openings
An unguarded roof edge is a fall hazard requiring a control. Where a building's parapet wall is below 1 metre in height, or where there are open penetrations, cable trays or service openings in the roof, these should be controlled before workers begin work. Controls include temporary edge protection, safety nets, or rope systems that prevent workers from reaching the fall hazard.
Services and obstructions
Rooftop plant rooms, cooling towers, condenser units, water tanks and antenna arrays create confined movement paths on the roof. Workers should be briefed on the roof layout, safe walking routes, and any electrical or pressurised services in the area.
Roof access after adverse weather
Wet roof surfaces — particularly where there is accumulated debris, algae or ponding water — are significantly more slippery than dry surfaces. Roof access should not commence immediately after rain until the roof surface has been assessed. Anti-slip footwear is a minimum requirement for all roof access.

Under the general duty obligations of the WSH Act, occupiers should ensure that equipment and structures under their control are maintained in a safe condition.
In practice, this means periodic inspection of all fixed ladders with records retained, prompt repair or replacement of corroded or damaged components, and load testing or examination of fixed anchors and davit sockets before first use and whenever there is doubt about their condition. Building owners who cannot confirm the load capacity or examination history of their rooftop access or suspension equipment should commission an inspection before allowing contractors to rely on that equipment.
